One last chance to update details in Manav Sampada portal

Lucknow: A letter has been sent by Manoj Kumar Singh, Chief Secretary, Uttar Pradesh Government. It has been addressed to all Additional Chief Secretary/Chief Secretary/Secretary, Uttar Pradesh Administration and all Departmental/Office Heads in Uttar Pradesh.

The letter highlights issues pertaining to details of movable and immovable assets by the State employees on the Human Resource Portal.

As per Government Order No. 9/2023/418/General/Forty-seven-of-4-2023, dated 18th August, 2023, all the officers/employees of the State of the State were required to compulsorily submit the details of their movable and immovable property on the Human Resource Portal by 31.12.2023 as per Rule-2 of the State Government Employees Conduct Rules, 1956, while also directing that in case the details of movable and immovable property are not submitted in time, it would be considered as a fraud.

This will be taken as an adverse action and unless such personnel submit the details of their movable and immovable assets on the portal in the meeting of Departmental Selection Committee to be held after 01.01.2024, the reason for their promotion will not be considered.

In this regard, by Government Order dated 06.06.2024, while fixing the time limit of 30.06.2024 for submitting the details of movable and immovable assets on the Human Resource Portal, it has also been informed that disciplinary action will also be taken under the relevant provisions of the State Government Servants (Discipline and Appeal) Rules-1999 in respect of the reply of the employees who do not submit the details of movable and immovable assets.

Subsequently, vide Personnel Department’s letter/order No. 238/47-of-2024-(1788429) dated 11.07.2024, the time period prescribed for submitting the details of movable and immovable assets on the portal was extended up to 31.07.2024. 2 – During the review of the Manav Sampada Portal, it has however come to the notice that in spite of the above mentioned instructions, the number of personnel submitting the details of their assets is very less as compared to the total number of personnel registered on the portal.

Even after clear instructions from the Administration, it cannot be said to be satisfactory if the employee does not enter the details of his movable and immovable assets on the portal. 3- In this regard, the Chief Secretary writes – I am directed to say that since the work of submitting the complete details on the Human Resource Portal is being done for the first time, therefore, keeping in view the initial difficulties faced in doing so and all the circumstances, it has been decided to give one more opportunity to the personnel to enter the complete details on the portal and fix the last date for submitting the details of movable and immovable property on the portal as 31st August, 2024. Therefore, you are requested to please make efforts to get the following action done on priority basis in the ‘controversial’ process:-

1. As per the requirement made in Government Order No. 9/2023/418/General/Forty-seven-of-4-2023, dated 18th August, 2023, all the employees working under your department must enter the details of their movable and immovable assets for the year 2023 on the portal. 2. Certain employees have filed their movable-immovable assets statement for the year 2023 by filing the same.

47-5099/9/2024-Personnel Section-5-Personnel Department-Part(2) I/720905/2024 for the year 2024. They should be directed to file the movable-immovable assets statement for the year 2023. The movable-immovable assets statement for the year 2024 will have to be filed after 31st December, 2024. 3. The salary for the month of August, 2024 should be withdrawn for the employees who have entered details of movable and immovable property on the portal.

4- ‘Sangat’ Karan is of utmost importance, hence you are requested to please give 3 individual attention to ‘Karan’ and make efforts to complete the work as per above by ensuring review at 5 departmental sessions.
